CMA’s capital markets reforms recognised at regional regulators’ meeting

The Capital Markets Authority of Rwanda (CMA) participated in the 56th East African Securities Regulatory Authorities (EASRA) Consultative Committee Meeting, held in Zanzibar, Tanzania from 17 to 21 August 2026.

The meeting recognised Rwanda’s progress in the development of regulatory frameworks for virtual assets and reforms to capital market infrastructure. These measures support an orderly, transparent and innovative market and strengthen Rwanda’s capacity to respond to changes in the financial sector.

CMA Rwanda joined other securities regulators from the East African Community to assess progress in regional capital markets and discuss priorities for market integration, sustainable finance, financial innovation, investor protection and institutional governance.

The discussions placed particular emphasis on closer regulatory cooperation and stronger links between national capital markets. Such cooperation can expand investment opportunities, improve market liquidity, mobilise larger pools of capital and strengthen investor confidence across the region.

CMA Rwanda also contributed to discussions on environmental, social and governance considerations and sustainability-related financial disclosures. EASRA members agreed to share regulatory approaches and implementation experience in line with the International Sustainability Standards Board’s IFRS S1 and IFRS S2 standards, IOSCO recommendations and national implementation plans.

The meeting adopted an enhanced Carbon Markets Policy Paper, which will guide the development of a regional framework for credible, transparent and well-regulated carbon markets. The proposed framework seeks to mobilise capital for climate-resilient and sustainable development in East Africa.

CMA Rwanda will continue to work with EASRA members to promote regulatory cooperation, protect investors, expand investment opportunities and support the development and integration of capital markets across East Africa.
