Call for Public Comments on the Draft Regulation Governing Intermediary Service Platform Operators

The Capital Market Authority (CMA) wishes to inform the public of the following:

 

  1. Following the introduction of Fintech regulatory sandbox framework by the CMA to facilitate the live testing of fintech innovations on a small scale within a specified period of time, especially on Article 11 related to the exit from the sandbox testing phase.
  2. Following the successful testing of Fintech innovations under the sandbox framework, the CMA has developed the draft regulations governing intermediary service platform operators. These regulations are intended to support fintech innovations that have successfully completed the sandbox testing as well as other similar business models that may emerge in the future.
  3. In adherence to best practices that call for public participation, we invite all interested individuals and stakeholders, including fintech expert, legal practitioners, bankers, payment industry, capital market participants and investors to review the draft regulation and provide their feedback.
  4. The draft regulation can be accessed on CMA website https://www.cma.rw and comments should be submitted via email on fintech@cma.rw by 24th February 2026.
  5. In additional to the written comments, CMA will host a physical consultation meeting on 26th February 2025 and more details will be shared.
